Yes. SKU XHS-XNBZ01EN is a PCB board only, so it is not ready to use right out of the package. It must be written/generated and programmed to the vehicle using the proper Mercedes key programming equipment, such as the VVDI MB tool or another compatible professional programmer. The board is listed as default 315 MHz and can support 315 MHz or 433.92 MHz depending on setup.
